Who we are today…

Using our extensive history and experience in the industry, we have built a company to highlight the value added we bring to our clients: our experience and expertise, our bay area presence and our academic approach to investing. The PGR team, made up of the original founders, key employees from the original PGR Group, and several exciting new members, is here to provide you exceptional Retirement Plan, Personal Investing, and Advisory Services.

William Pihl
Actuary, Founder, Principal
William Pihl
Actuary, Founder, Principal

Following the successful venture of William Pihl & Associates, Bill, Dan and Dave joined forces in 1983 when they founded Pihl, Gutierrez, Garretson & Roberts, Inc. to provide retirement plan and actuarial consulting services for clients in the bay area. While the size and shape of his businesses has changed over the years, he has never abandoned his desire to help people plan for retirement and that remains true to this day. Bill has previously served as an Advisory Board Member for both the Charles Schwab Company and Fidelity Investments, and served as a past Board Member for the American Society of Pension Actuaries. He became an Enrolled Actuary in 1976. While he has dedicated much of his life to pension consulting and actuarial efforts, he is world-class fly fisherman and travels the globe in search of the perfect fishing spot. Ask him to show you some of his amazing fishing pictures! When not helping friends and clients, or catching the big fish, he and his wife enjoy life in the beautiful area of Sun Valley, Idaho.

Dan Gutierrez
Actuary, Founder, Principal
Dan Gutierrez
Actuary, Founder, Principal

Dan has always believed that we work to live, we do not live to work. He enjoys doing anything (almost) that involves family and friends and the outdoors. His family enjoys camping, boating, fishing and all forms of outdoor sports and a favorite activity is just hanging out together. Dan is admittedly “ a jack-of-all trades and a master of absolutely nothing,” with the exception of his job. Dan is a mathematician, having attended San Jose State University and receiving his BA in Mathematics from California State University at Sacramento. Dan is also a Member of the American Academy of Actuaries and a Registered Investment Advisor representative.

Dave Roberts
Founder, Principal
Dave Roberts
Founder, Principal

In 1983, Dave, along with Dan and Bill, founded Pihl, Gutierrez, Garretson and Roberts, Inc., a successful retirement plan and actuarial consulting firm in the bay area that was later sold to a national firm. Dave is currently a member of the Rotary Club of San Jose and co-founded the South Bay Forum, a group of professionals and business leaders that met weekly to discuss business and political issues. Dave is very positive about today’s youth and is actively involved with Rotary's Enterprise Leadership Conference. Each year he helps organize a three day conference to teach high school juniors, educating and exciting them about all aspects of business. Dave enjoys travelling, bicycling and classic sports cars. As a bay area sports fan, he has had the good fortune to attend many fine sporting events. He was in attendance for such exciting moments as “The Catch” by the San Francisco 49ers’ Dwight Clark and the perfect game thrown by Matt Cain of the San Francisco Giants.

Eric Schwertley
Retirement Plan Consultant, Principal
Eric Schwertley
Retirement Plan Consultant, Principal

After receiving his B.S. degree in management from Santa Clara University, Eric started working in the retirement plan industry. He earned his Certified Pension Consultant (CPC) designation from the American Society of Pension Professionals and Actuaries, and has been helping employers design and manage retirement plans ever since, for over 20 years. Not only is Eric a technical resource relating to retirement plans, he has a passion for cars, and has become our local expert. Subscribing to 10 different magazines covering pre-war classics to new models, he is full of car facts. When not researching pension regulations or cars, Eric loves spending quality time with his family. He and his wife can often be found watching their twin daughters sing and play guitar, walking Charlie the dog, watching sports or escaping to Lake Tahoe to ski.

Ann Christian
Retirement Plan Consultant, Principal
Ann Christian
Retirement Plan Consultant, Principal

Ann believes that life is a precious gift, but we shouldn’t take ourselves too seriously. Her upbeat, and friendly personality shines through at work when serving her clients, in her community when volunteering for Operation Christmas Child, which distributes gifts to needy children all over the world, or when organizing fundraisers for her kid’s school. When not helping others, Ann enjoys spending quality time with her husband and two boys; camping, watching them play sports, travelling or just hanging out. In addition, she enjoys running, training for endurance events, and triathlons. Ann earned her B.S. degree from University of Wisconsin – Madison and her Certified Pension Consultant (CPC) designation from the American Society of Pension Professionals and Actuaries. She has been helping plan sponsors with their retirement plans for over 15 years.

Kelly Roemers
Chief Compliance Officer, Principal
Kelly Roemers
Chief Compliance Officer, Principal

When not acting in her capacity as the Chief Compliance Officer, Kelly may be handling general business matters. Or, she might even add her two cents to marketing, operations or just about any other area of concern at PGR. Since most of her responsibilities are internal, you’re not likely to see her at a client meeting but she still does what she can to ensure our clients get the best possible service. When not working, Kelly can often be found with her husband cheering on their daughter’s goalkeeping efforts in a soccer game or rocking out to their son’s guitar playing. When short on family entertainment, she is happy to just sip a glass of wine and watch her San Francisco Giants (hopefully) win a game . . . or World Series.

Jake Parsons
Director of Advisory Services, Principal
Jake Parsons
Director of Advisory Services, Principal

Jake is a firm believer that you can do anything you set your mind to. As a child he wanted to become a fighter pilot for the US Navy and he did just that and served this great country proudly for 13 years and continues to do so in the Navy Reserve. Along his life journey he also learned the value of family and has been truly blessed with a loving wife and four children. Literally every second of his life beyond work, (and maybe a little golf and fishing) is devoted to family. Jake earned his B.S. in Physics from the United States Naval Academy, an MBA from the University of Southern California and is a Registered Investment Advisor representative.

She personifies our definition of relationship management by really getting to know the clients she works with. When Cheryl is not in the office, she enjoys cooking for her family, friends, and co-workers (and we thank her!) She also greatly enjoys sewing (toddler dresses are a specialty), crocheting and spending quality time with her grandson.

Stephen Ellenwood

Stephen Ellenwood
Customer Care Representative

Stephen is often the friendly voice you hear on the other end of the phone when you call in. Always willing to go the extra mile, Stephen has forged strong relationships with the clients and advisors he works with. If you have any trouble reaching him in the middle of the day, he may be focusing on the trading functions he handles for our firm. As soon as the trading deadline has passed, he is right back to providing the excellent customer care everyone has come to expect. As a dog aficionado, Stephen has rescued two dogs which are now permanent members of his household. He also enjoys taking in the sights of the bay area on his bicycle, playing/watching tennis, or catching the latest sci-fi flick.

Where we came from…

William Pihl started in the employee benefits field in 1969, forming William Pihl & Associates. Dan Gutierrez and Dave Roberts started in 1976 with the founding of Pentech Financial Services, Inc. They brought their respective actuarial consulting and plan administration companies together in 1983 to form Pihl, Gutierrez, Garretson & Roberts, Inc., ultimately becoming the PGR Group, providing plan consulting and investment advisory services to thousands of plan sponsors, plan participants and individual investors. PGR Group approached $1 billion in assets under management and was one of the first firms to provide daily valuation of 401(k) plans and individual participant investment direction, receiving the first ever 401(k) Administrator – Service Provider of the Year Award in Silicon Valley in 1997.

With the emergence of new technology and the internet in the latter part of the 1990s, it became difficult to compete with the large national companies who had vast financial resources to develop new systems in that fast-changing environment. PGR Group decided to acquire that technology by becoming part of another national firm in 2000.

The sale of the PGR Group left the founders free to pursue new ventures. In 2002, PGR Solutions was formed to provide investment advisory services to individuals and small retirement plans using a passively managed, academic approach to investing. After a time, it became clear that this investment approach, which was different than that used by PGR Group years before, would be an excellent fit for retirement plans and their participants. Furthermore, with the benefit of hindsight, it became clear to us that technology was never our competitive advantage over the larger national firms. That advantage came from our experience and expertise, our bay area presence, and the personal relationships we developed with our clients, and these remain our competitive advantages today. So, with our history and this new added experience, we decided to rebuild PGR . . . only better. We think you’ll agree.
